Recently named the fastest growing county in the nation, Pinal county grapples with growth. the first wave of suburbs built in the county were assessed no fees that would help pay for roads, schools and parks. The economic downturn has slowed the growth, and in Florence, the county seat, town fathers strive to wrangle the growth into manageable form.
